To be able to go deep sea diving, you will have to complete the first few missions of the Stormblood expansion. The quest you’re looking for is called “In Soroban we trust.” The overall quest is pretty straightforward. First, you need to make your way to Tamamizu within the Ruby Sea. After you’ve met Alisaie, a cutscene should trigger, allowing you to jump into a cave, slowly moving underwater.
This mission is very simple and involves a lot of cutscenes, so there’s not much to worry about here. Complete the mission, and you will unlock the ability to dive underwater in Final Fantasy XIV. If you’re using a keyboard + mouse set up, you must press the Ctrl + Spacebar. That should help you go dive underwater.
