A penalty shootout is something that you’ll always need to be prepared for in FIFA 19. Just in case the game comes down to a penalty shootout, most people will be familiar with the offensive controls, but being able to defend with the goalkeeper is integral to winning the shootout.
The goalkeeper has relatively simple controls in the penalty kick shootout. To block penalties you can move the goalkeeper from side to side with the left stick. You can then use the right stick to dive in any direction. Goalkeepers can also do gestures with the face buttons on the controller.
Just like in real life, you’re going to have to pretty much pick a direction and go with it. You can try to force your opponent to one side by lining up closer to one post, but that’ll mean that you’ll need to cover more ground once the kick is on the way.

Blocking penalties in FIFA 19 isn’t the hardest thing to master in the game, but it will take a few tries to get comfortable with all of the controls.
