The Caelid region and Starscourge Radahn are completely optional to the main story but are needed if you want to get this particular weapon. Head to the southeast edge of Caelid to Redmane Castle; a large keep you should be able to spot from a good distance away. Once you make your way to Redmane Castle, head to the inner plaza where a scripted event should take place in which you, among many other powerful Tarnished and warriors, seek to participate in the festival of combat. A festival consisting of a raid-boss-styled bout against the demi-god General Starscourge Radahn who uses gravity magic and brute strength similar to the characteristics displayed by the Ruins Greatsword. Recruit who you may like and take down the enormous and daunting foe to conclude the festival of combat. You can speak with Witch-Hunter Jerren, the man who was the announcer for the festival, at the end of the keep after the festival to hear some dialogue relating to the Sorceress Sellen questline, bringing Redmane Castle to a close.
After triumphing over Radahn, reload the area at the Site of Grace that sits right before the plaza where the festival of combat commenced.
